The Naval Surface Warfare Center Panama City Division (NSWC PCD) intends to extend the period of performance by 12 months for a previously awarded sole source indefinite delivery indefinite quantity contract N61331-14-D-0025 with provision for firm fixed price delivery orders to Ultra Electronics Ltd., Waverley House, Hampshire Road, Weymouth Dorset DT4 9XD United Kingdom for repair, overhaul, upgrade and maintenance of sonar receive arrays P/N 416045; electronics assemblies P/N SEAVIEW S-SYS; Electronic Pressure Vessels (EPV); fabrication of new Receive Arrays; procurement of Receive and Transmit array interconnection cable assemblies; and procurement of repair parts and spares. This requirement is not suitable for full and open competition for the following reasons: Ultra Electronics Ltd. was and is the original sole developer and original equipment manufacturer (OEM) of the SEAVIEW sonar components. The Government did not purchase or acquire the rights in data and design or a technical data package (TDP) to a sufficient level to support a competition for the repair of the components. As the sole developer and OEM, Ultra Electronics Ltd. is the only source with sufficient in-depth knowledge of the sonar that could fabricate the parts, conduct repairs and deliver on schedule. As the OEM, Ultra Electronics Ltd. is the only source with sufficient in-depth knowledge of the SEAVIEW sonar design and configuration that could provide the required items as well as accomplish repairs. In summary, there are no other possible sources that can satisfy this requirement. The contract period of performance will be for a base period of 12 months with four options of 12 months each. The extended period of performance will provide an additional 12 months that will occur from 22 September 2019 to 21 September 2020. The NAICS code is 334511.
