The Naval Surface Warfare Center Panama City Division (NSWC PCD), Panama City, Florida intends to issue a small business set-aside, competitive Request for Proposal, for the repair/refurbishment of small (50 HP or less) Evinrude Multi Fuel Engine (MFE) outboard motors (OBM). The items covered under this requirement are the Evinrude 30 HP MFE OBM (National Stock Number (NSN) 3H 2805-01-585-6914). The motors are manufactured by Evinrude. The work must be performed by an Evinrude certified Technician or Mechanic. The motors are located at the Joint Base Pearl Harbor-Hickam (JBPHH), HI. The vendor will be required to pick up, repair, test, and deliver the outboard motors, in lots of up to five. The Government anticipates the award of a five year requirements contract that includes a base year and four option years. NAICS Code 811490 applies. SBA Size Standard is $7.5M. FSC J028. The purpose of this Sources Sought announcement is to identify sources capable of providing support for this effort. The information received will be used to determine if the whole requirement, or a portion of the requirement, can be set aside for small business, 8(a) business development participants, HUBZone small business concerns, service-disabled veteran-owned small business concerns, economically disadvantaged women-owned small business concerns or women owned small business concerns eligible under the Women-Owned Small Business Program." Responses from small businesses are highly encouraged. Based on responses to this notice, the Government may consider a small business set-aside for this requirement. Interested companies should include the following information in their responses: (1) CAGE CODE (2) Response to the following: a. Is your company an Evinrude Certified/Authorized Motor repair facility dealer? b. List the type and length of your company's experience inspecting, repairing, refurbishing Multi-fuel burning 30 and 55 horsepower Evinrude OBMs c. The company's capability to pick-up and delivery up to 5 OBMs at a single time at Joint Base Pearl Harbor-Hickam (JBPHH), Honolulu, Hawaii. A brief description of the facility and equipment that will be utilized in the performance of the contract. (3) Name and address of firm; (4) Size of business including average annual revenue for past three years, number of employees, and type of small business (8 (a), Women-Owned, HUB-Zone, Veteran- Owned, Service-Disabled-Veteran-Owned Business); (5) Ownership including Country of Ownership, Central Contractor Registration (CCR) information, and DUNS Number, if available; (6) Number of years in business; (7) Point of contact including: name, title, phone, fax, and e-mail address. There is no specific format or outline submittals must follow. Summaries should be no longer than 5 pages in length. Submit responses to Carmen M.
