This action will award a firm fixed price purchase order pursuant to BTC Electronic Components, Inc. 2709 Connector Dr, Wake forest, NC 27857-4363 to acquire a multiple connectors and cable assemblies for 3. This acquisition will be conducted using simplified acquisition procedures 13.501(2)(i) with a total estimated value of $461,226.26. The Government's minimum needs have been verified by the certifying technical and requirements personnel. This memo does not authorize acquisition for other requirements. This purchase will be funded with FY19 Other Procurement Navy (OPN) and Ship Construction Navy (SCN) funds, with an estimated completion of 22 weeks after award. 4. Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements FAR 6.302-1(a)(2)(iii)(B). The items being purchased were specifically tested and evaluated against the Naval Sea Systems Command (NAVSEA) technical requirements as provided on the C4N System Baseline Configuration 4 (SBC4) product specification during the product's initial prototyping and evaluation phase. These components are used in a Build-to-Print drawing package and if another vendor's product is chosen at this point, there will be a redesign of the printed circuit board, chassis, and cable assemblies. No other source for these components currently exists. Developing another source for these items would be cost and schedule prohibitive. Developing another source would be expensive as there would be significant reoccurring engineering and testing costs (environmental) and time associated with the effort estimated at $150,000 adding additional twelve-month lead time. As such, the Government does not expect significant savings through competition and does expects significant and unacceptable delays that will negatively impact this requirement. Therefore, it is in the Governments' best interest to award on a sole source basis to BTC Electronic Components, Inc. 5. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106-1(b). The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government's needs. 6.
