The Naval Surface Warfare Center Panama City Division (NSWC PCD) intends to extend the period of performance up to 4 years using options for a previously awarded sole source indefinite delivery indefinite quantity contract N61331-15-D-0012 with provision for firm fixed price delivery orders to Atlas North America, 120 Newsome Drive, Suite H, Yorktown, VA 23692, for depot level repair, engineering, maintenance, modifications, management of explosives safety program-requirements; management of live and inert ordnance program-requirements; management of Qualification & Certification (Ordnance Handler) program-requirements; management of ordnance handling equipment (OHE) program-requirements; and spares and spare parts procurement in support of the AN/ASQ-232 and AN/SLQ-60Mine Neutralization Systems hereafter referred to as the MNS. This requirement is not suitable for full and open competition for the following reasons: Atlas North America is the original equipment manufacturer (OEM) and owns the Technical Data Package (TDP) for the major components of the SeaFox, which consists of the Destructors, Modular Mobile Control Unit and Acoustic Tracking System. As the sole developer of these systems, Atlas North America is the only qualified source with the expertise, knowledge, resources and understanding of SeaFox in order to provide the highly specialized equipment, technical services and maintenance of these systems. In summary, there are no other possible sources that can satisfy this requirement. The extended period of performance will provide an additional 4 option years and with the exercise of all options the period of performance would end 11 March 2025.
