The Naval Air Warfare Center Aircraft Division, Lakehurst, intends to intends to enter into sole source negotiations for the procurement of contractor support services through the design, development, test and integration of the following Gearbox Test Stands for the CH-53K Aircraft: Main-Rotor Gearbox Test Stand, Tail-Rotor/Intermediate Gearbox Test Stand and the nose Gearbox Test in support of the CH-53 Program. The contract will be a firm fixed price with 4 option years. The anticipated award will be made to Sikorsky, A Lockheed Martin Company, located in Stratford, CT. Sikorsky, A Lockheed Martin Company is the only company that is capable of providing this support for these items as they are the Original Equipment Manufacturer (OEM) of the entire CH-53K helicopter and hold full proprietary rights to the aircraft including technical requirements and proprietary data. NAVAIR intends to procure under the authority of 10 USC 2304 (C) (1), as implemented in FAR 6.302-1. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all responses received within fifteen days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
