The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk Contracting Department, Norfolk, VA 23511-3392, intends to award a single, Firm Fixed Price (FFP) contract for Human Performance Initiative services in support of Helicopter Sea Combat Wing Atlantic (HSCWL). The Government will award on a sole source basis using the policies and procedures in accordance with FAR Part 12. Services period of performance will be 10 August 2023 through 9 August 2024 for the base period. The contract will include a base year, plus four 12-month option periods and also includes FAR Clause 52.217-8 “Option to Extend Services.” The NAICS code applicable to this procurement is 611699 - All Other Miscellaneous Schools and Instruction. The size standard is $6.5 Million. The Product Service Code is U099 Education training- Other. The anticipated award date is no later than 14 August 2023. Sources sought for information and planning purposes to identify qualified and experienced sources for an anticipated Firm Fixed Price (FFP), Single Award, contract action under NAICS code 611699 - All Other Miscellaneous Schools and Instruction, and the Size Standard is 16.5 (millions of dollars). This proposed contract vehicle shall develop a Human Performance Initiative aimed at enhancing Naval Aircrew strength and physical conditioning in order to decrease neck and back pain by providing Human Performance Specialists, workshops, assessments, and reports The purpose of this requirement is to support Helicopter Sea Combat Wing Atlantic (HSCWL) efforts to develop a Human Performance Initiative aimed at enhancing Naval Aircrew strength and physical conditioning in order to decrease neck and back pain by providing Human Performance Specialists, workshops, assessments, and reports. The specialists will include an injury prevention and recovery specialist, a strength and conditioning specialist, and a mental performance specialist. The workshops will consist of practical and classroom education on topics including conditioning, nutrition, sleep, stress mitigation, and resilience. Reports will include human performance assessments and profiles for each participant. HSCWL requires research supported development tools for use in the prevention of neck and back pain. HSCWL requires a program targeted to meet the unique operational mission requirements of the community, through research supported training, recovery assistance, and education. The on-site Human Performance Specialists will serve as performance improvement coaches and, wellness mentors for Aircrew, and as advisors to HSCWL leadership. Workshops are needed to provide practical and classroom education on musculoskeletal injury, environmental exposure, cognitive function, nutrition assessment/optimization, hydration/fluid balance, sleep/circadian function, behavioral/mental health, combat mindset, low-level blast exposure, habitability, and other topics relevant to tactical athletes. Additionally, the purpose of the assessments will be required provide individuals for an understanding of their overall health, conditioning, nutrition, and resilience. Finally, HSCWL leadership will require evaluation reports providing a summary of the assessment results. These services are currently being performed under contract N0018922PG050 by 02X Human Performance LLC. Subject to FAR Clause 52.215-3, entitled "Solicitation for Information of Planning Purpose," this announcement constitutes a sources sought synopsis for written information only. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. This sources sought notice is not to be construed in any way as a commitment by the Government, nor will the Government pay for the information submitted in response. The Fleet Logistics Center Norfolk, Virginia is seeking information on qualified and experienced sources for planning purposes in an effort to derive a contract vehicle that will provide support services for: HSCWL in one (1) location at Norfolk, VA 23511. The period of performance for this anticipated contract includes a one (1) 12-month base contract and four (4) 12-month option years along with the ability to extend services for an additional six-months in accordance with FAR 52.217-8.
