Question #1: Coating Inspectors working for Paint Manufacturer do not inspect the integrity of structural Imperfections, can Item 10 Pit Gauge be excluded from the list of inspector equipment? Answer #1: Item 10 Pit Gauge will remain incorporated in the list of inspector equipment. The presence of pits, gouges, and/or other dings can have a negative impact on the success of the coating application. The knowledge of the presence of sharp edges, that would be present in pits, gouges, or dings that could impact the success would be expected. It is correct, that the individual isn’t expected to know its impacts on the structure, but they could have impacts on the success of the application. A pit gauge would allow for a simple measurement of a depth of anything they would come across. Question #2a: Who will be buying/purchasing the Paint Material (Shipyard, SWRMC, US Navy, Coating Contractor)? Answer #2a: SWRMC will be buying the paint material. Question #2b: Will there need to be a first time account initiated? Answer #2b: RFQ N5523624Q0167 includes DFARS 252.232-7006 WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (JAN 2023); to be incorporated into the resultant purchase order. The awardee will review the clause for directions on invoicing. Question #3: Is the delivery location for goods and services guaranteed to be in the USA? Answer #3: Yes, delivery location for goods and services will be in San Diego, CA. Question #4: Offeror has a long history of US Government and Commercial Ship Coatings and support services, but not any that follows this Support Description of 100% job site attendance. How does a Coating first time supplier initially get through the Past Performance Qualification Document and details? Answer #4: Please refer to Attachment 1 – INSTRUCTIONS, CONDITIONS AND NOTICES TO OFFERORS, and review section entitled 4.0 PAST PERFORMANCE INFORMATION (FACTOR 2). The Government will evaluate a vendor’s past performance based on Attachment 2 EVALUATION FACTORS FOR AWARD. The past performance evaluation will consider recency, relevancy, and quality which will formulate into an overall Performance Confidence Assessment Rating. Question #1: Is daily rate for TSR (Inspector) intended to be for 12 hours per day or 24 hours per day? Answer #1: Please review the Performance Work Statement (PWS) paragraphs 5.2.3 and 5.2.3.1. The daily rate for the Field Service Technical Representative is a firm-fixed price rate. Based on the requirements of PWS paragraphs 5.2.3 and 5.2.3.1, the offeror’s proposed daily rate shall be based on one day of support. Question #2a: Can a NACE Level 2 TSR inspector with 4 years marine experience be substituted for the NACE Level 3 for production work and non- check point related periods? Answer #2a: No, the representative must obtain NACE Level 3 certification. Question #2b: Is the intent of the PWS document to require TSR representatives on the dock for all production work not just check points? Answer #2b: Yes, the intent is to have the Field Service Technical Representative on the dock for all production work, not just at checkpoints. Please see PWS paragraphs 5.2.3 and 5.2.3.1. Southwest Regional Maintenance Center (SWRMC) is conducting market research seeking to identify sources with the ability to provide required paint, coatings, preservation products, and engineering/technical services for the Hull Preservation on the USS HALSEY (DDG-97) anticipated to begin 23 September 2024. The vessel will be dry-docked. The government seeks paint original equipment manufacturers that can provide support as follows: Provide paint, coatings, and preservation products per the attached Work Statement. Paint, coatings and preservation products must meet the required standard per the attached Navy Paint Warranty. Company (vendor) must provide the required warranty without waiver or subcontract. Provide personnel that meet or exceed the minimum qualifications within the Work Statement in order to perform and certify work stated. Personnel may not be substituted without express approval by the Government, as submitted per the attached Work Statement. Place of performance: Contractor's Drydock Facility (TO BE DETERMINED). SWRMC is especially interested in determining small business capability and interest. The anticipated Request for Quote (RFQ) release date is on or around July 2024.
