This is a firm-fixed-price (FFP) combined synopsis requirement to provide and deliver one (1) Steel, Watertight Door Assembly in support of the USS MOMSEN (DDG-92). The contractor will be required to provide all materials in accordance with the Product Description and all applicable government specifications and regulations. Inspections and acceptance of all products will be performed at destination by the cognizant government representative. The contractor is responsible for the use of the latest revision of all references, specifications, and NAVSEA Standard Items. A three-Fold Amendment has been issued to provide the following: 1. To extend the submission due date. Quotes (RFQ) are due Friday 21 October 2022 at 11:00 AM (PST). 2. Provide Technical Manual 7027493_R. 3. Answer the following Request for Clarification (RFC): Question A - Please confirm that the door is steel, meaning both the panel and frame are fabricated with steel material, not CRES. Answer A - Concur; both the panel and frame are fabricated with steel material, not CRES. Question B - Please confirm parts of the door that are CRES are the components such as the hinge pins, spring clips & other sub assembly parts. Answer B - Confirmed: CRES items being fabricated/procured are the components such as the hinge pins, spring clips & other sub assembly parts. Please use SWRMC DRW 50101100_E, Trunk Door Assembly DDG-51 Vertical Package Conveyor and Parts List 50101100PL_H, Trunk Door Assembly DDG-51 Vertical Package. The Request for Quotation (RFQ) N5523623Q0002 is issued as a total small business set-aside. The subject solicitation is being processed using FAR Part 12 and FAR Part 13. The applicable North American Industry Classification System (NAICS) code is 332321. This solicitation documents and incorporates provisions and clauses that are those in effect through the Federal Acquisition Circular 2022-04, published 26 January 2022, and DFARS Publication Notice 20220128. All vendors must be registered at http://www.sam.gov/. Synopsis is not required in accordance with FAR 5.202(a)(13). To receive the associated SWRMC Drawing 50101100_E, Parts List 50101100PL_H, and/or Technical Manual 7027493_R included for this request, please send an email request to the assigned contract specialists, Kaylee DiCamillo, kaylee.dicamillo@navy.mil; and contracting officer, Cynthia Urias, cynthia.urias@navy.mil. Your quote must consist of the following: Standard Form 30 - Amendment of Solicitation must be signed by the quoter to acknowledge receipt and acceptance. Standard Form 18 - Request for Quotations (RFQ) blocks 12 through 16 must be completed by the quoter. RFQ Section B - Supplies or Services and Prices/Costs, your proposed prices must be inserted in the appropriate blank spaces (e.g. unit price, extended price, total). Quoter must provide a firm-fixed price for the Conveyor Door Assembly identified within the Product Description under the Contract Line Item Number(s) (CLIN) 0001. RFQ Section K, 52.204-8 - Representations, Certifications and Other Statement of Offerors, and 52.209-11 - Representation by Corporation Regarding Delinquent Tax Liability or a Felony Conviction Under Any Federal Law (FEB 2016), completed by quoter. Representations, Certifications and Other Statement of Offerors shall be verified in SAM prior to award. Your quote shall conform to the established Evaluation Criteria as set forth in Section M - Evaluation Factors for Award of the attached SF-18. All quotes shall be received by the contracting office on 21 October 2022, 11:00 AM (PST). Any quotes received after the closing date and time will not be accepted for award.
