This is a sources sought notice for information and acquisition planning purposes. This is not a Request for Proposal (RFP) and a formal solicitation is not available at this time. This notice does not constitute a commitment by the Government to issue an RFP, contract, or order. The Government will not pay for any effort expended or any material provided in response to this announcement, nor will the Government return any data provided. Southwest Regional Maintenance Center (SWRMC) is seeking business entities that can provide a full range of management and maintenance services for Commander, U.S. Pacific Fleet (COMPACFLT) graving dock at Naval Base San Diego. The contractor will provide planning, scheduling and execution of Graving Dock, caisson, and associated systems' preventative and corrective maintenance repairs to maintain the facility in a NAVSEA-certified condition in accordance with references (a)-(e). This includes the storage, calibration, weight testing, maintenance and repair of mooring lines, centering chains, grip hoists and docking blocks as government furnished equipment (GFE). Provide the ability to identify and procure additional equipment and material. Provide a supervisor responsible for preventative and corrective maintenance discrepancy identification per reference (d), tracking, and prioritization recommendations to the government. Additionally, he/she will schedule and assist in the coordination of inspections required per reference (a), including tracking all documented discrepancies and providing all formal correspondence to the government concerning the material condition and certification of the Graving Dock. Supervisor shall maintain trained, qualified and available personnel, per reference (d), to support operation of the graving dock during dry docking evolutions. (a) MIL-STD-1625D, Safety Certification Program for Drydocking Facilities and Shipbuilding Ways for U.S. Navy Ships (b) S0570-AC-CCM-010/8010, Industrial Ship Safety Manual for Fire Prevention and Response (c) S9086-7G-STM-010/CH-997R3, Naval Ships' Technical Manual Chapter 997, Docking Instructions and Routine work in Dry Dock (d) The NAVSEA approved Facility Certification Report (FCR) (e) OPNAVINSTR 5100.23, Navy Safety and Occupational Health Program Manual (f) U.S. Navy Regulations, Articles 0871 and 0872 Place of performance: The work associated with this effort will be accomplished at Naval Base San Diego in San Diego, CA. Interested business entities are requested to submit a capabilities statement (not to exceed five pages) that demonstrates their capabilities to perform the services described above. The capabilities statement shall include: 1. Company name 2. Commercial and Entity Code (CAGE) and Data Universal Numbering System (DUNS) 3. Address 4. Business size (small, small disadvantaged, 8(a), women-owned, HUBZone, veteran-owned, or service-disabled veteran-owned) [more than one category may be selected as applicable] 5. Point of contact (POC) information for the interested firm 6. Company's technical capabilities (Identify by contract number, past or current contracts and/or subcontracts that were awarded to your firm by both Government and Non-Government entities, period of performance, contract type, contract amount, a description of the relevant corporate experience gained, and a point of contact for the customer/recipient of the work performed) No telephone inquiries will be accepted.
