This is a sources sought announcement in accordance with FAR 15.201 and in anticipation of a potential future procurement. Southwest Regional Maintenance Center (SWRMC) is conducting market research seeking to identify sources with Project Management Training Programs and Courses that result in, or are equivalent to, the industry-recognized certifications of Certified Association in Project Management (CAPM) or Project Management Professional (PMP). The government seeks sources that can provide support as follows: • Provide training that results in a recognized certification in project management. o Face-to-face trainings preferred. o Execute during the eight (8) hour working day. o Designed with a specialized focus on the US Naval ship repair and maintenance industry. o Deliverable: industry recognized CAPM, PMP, or equivalency. o Includes both soft and hard skills in professional and leadership development. • Make recommendations for curriculum, including learning objectives and possible formats (combination of face-to-face and others, as appropriate). • Design and provide course materials, course curriculum, and course timelines. • Government furnished equipment/material includes: Classroom, internet, desks, computers for students. • Place of performance Naval Station (NAVSTA), SWRMC, San Diego, CA. • Period of Performance: The government seeks proposed timelines for certification. Courses will need to fit within the employees' day-to-day assignments and ideally provided no more than one (1) to two (2) days per week. SWRMC is especially interested in determining small business capability and interest. The anticipated RFP release date is on or around 30 August 2019 (subject to change). SWRMC is contemplating award of a firm fixed price contract. The contract may include a base period of one (1) year with up to four (4), one (1) year option periods. The applicable NAICS code is 611710 Educational Support Services. What/Where to Submit: Interested companies should submit a notice of interest including the name, telephone number, mailing address, and e-mail address of one point of contact. The notice of interest should include a brief description of your company, its capabilities in response to the bullets identified above, additional capabilities as they relate to the requirements set forth herein, a draft schedule and curriculum, industry available pricing, and answers to the following specific questions. Please limit your response to no more than 10 (ten) pages. 1. Is your company a small or large business as defined by the Small Business Administration (SBA) under NAICS code 611710 (the small business size standard is $15.0 million in average annual receipts)? If small business please specify (small, 8(a), women-owned, HUBZone, veteran-owned, or service-disabled veteran-owned) [more than one category may be selected as applicable] 2. Provide a draft schedule and curriculum designed to demonstrate the final deliverable of the CAPM, PMP, or equivalent certification. Identify the deliverable certification. 3. Does your company have a website? If so, what is your company's website address? 4. Does your company have a satisfactory performance record for the type of product desired? Please provide examples. 5. Based on the product description in this announcement, does your company plan to submit a proposal in response to the anticipated solicitation for the SWRMC PROJECT MANAGEMENT PROFESSIONAL DEVELOPMENT requirement? Information provided shall be treated as Business Sensitive or Confidential to the responder, exempt from public release under the Freedom of Information Act. All information shall be provided free of charge to the Government. SWRMC may request further information regarding the capabilities of respondents to meet the requirements set forth in the announcement. This sources sought announcement is released in accordance with FAR 15.201. This sources sought announcement is not a request for proposal. The purpose of this sources sought announcement is to gather information from the market place. Information provided in response to this sources sought announcement will not be considered an offer by the responding contractor and cannot be accepted by the Government to form a binding contract. No telephone inquiries will be accepted and requests for solicitation packages will not be granted, as a solicitation has not been prepared at this time. When to Submit: Responses are requested no later than 2PM local time, San Diego, CA on August 12, 2019.
