Notice Type: Sources Sought Notice Solicitation Number: N5523619Q0149 This is a sources sought announcement in anticipation of a potential future procurement. Southwest Regional Maintenance Center (SWRMC) is conducting market research seeking to identify sources with the ability to provide an internet based, on-line capability research tool to identify/search for parts, specifications, supply/procurement data, configuration and additional logistics technical documentation data in support of maintenance operations and fleet support. The period of performance is anticipated to begin 01 October 2019 through 30 September 2020 for the base year with four additional option years (subject to change). The government seeks sources that can provide support as follows: The contractor shall provide internet access to database products as follows: • Provide a cross referenced list of NSN, MFG part numbers and CAGES • Provide Allowance Parts List/Allowance Equipage List (APL/AEL) • United Kingdom NATO Add on • APL/AEL DVDs • Technical documentation database electronically linked to existing IHS database • ASTM's Standards and SAE Standards • Users: The Government requires (20) concurrent users on the system at any given time frame. • Technical Support: The Government requires the contractor to provide technical telephone support, Monday through Friday, 0600 am to 1700 pm, PST, excluding weekends and holidays. The Government requires that the Contractor maintain existing database products to be used SWRMC. Place of performance: Various US Navy Installations in the San Diego Area. See attached Statement of Work (SOW). SWRMC is especially interested in determining small business capability and interest. The anticipated Request for Quote (RFQ) release date is on or around 03 September 2019. SWRMC is contemplating award of a firm fixed price contract. The applicable NAICS is 518210. What/Where to Submit: Interested companies should submit a notice of interest including the name, telephone number, mailing address, and e-mail address of one point of contact. Please limit your response to no more than 10 (ten) pages. 1. Is your company a small or large business as defined by the Small Business Administration (SBA) under NAICS code 518210 (the small business size standard is $35,000,000)? If small business please specify (small, 8(a), women-owned, HUBZone, veteran-owned, or service-disabled veteran-owned) [more than one category may be selected as applicable] 2. Does your company have a website? If so, what is your company's website address? 3. Does your company have a satisfactory performance record for the type of product and service desired? Please provide examples. 4. Is your company able to provide both the database product desired AND the technical support, as required within the SOW? 5. Based on the product and service description in this announcement, does your company plan to submit a proposal in response to the anticipated solicitation for the ONLINE DATABASE AND SUPPORT requirement? Information provided shall be treated as Business Sensitive or Confidential to the responder, exempt from public release under the Freedom of Information Act. All information shall be provided free of charge to the Government. SWRMC may request further information regarding the capabilities of respondents to meet the requirements set forth in the announcement. This sources sought announcement is not a request for proposal. The purpose of this sources sought announcement is to gather information from the market place. Information provided in response to this sources sought announcement will not be considered an offer by the responding contractor and cannot be accepted by the Government to form a binding contract. No telephone inquiries will be accepted and requests for solicitation packages will not be granted, as a solicitation has not been prepared at this time.
