The Government requires award to Chris Washburns Boat Yard, Inc. to ensure the Ceremonial Barge Chesapeake is winterized and maintained IAW SOW requirements. Winterization is required to begin on 8 November 2023. Due to the delicate condition and advanced age of The Chesapeake, the vessel is not recommended to travel longer than five hours in distance without the proper logistics in place. Due to the aforementioned travel distance, limited time available, and the need to protect and preserve the yacht over the winter months, Chris Washburn’s Boat Yard, Inc. is the only shipyard that The Chesapeake can travel to safely and of which can provide the needed services within the five hour distance requirement. Chris Washburn’s Boat Yard, Inc. is also the only shipyard within distance that contains a crane large enough to lift The Chesapeake that can also provide the necessary services and repairs. Based on reasoning above, this requirement is to be sole sourced to Chris Washburn’s Boat Yard, Inc. The Ceremonial Barge Chesapeake requires winterization beginning 8 November 2023 culminating 8 May 2024. Additionally, The Ceremonial Barge Chesapeake requires main engine injector repair/replacement, deck painting with epoxy undercoating, air handler replacement and chiller replacement and potential relocation. NAICS Code: 336611; FSC/PSC Code: J019; Place of Performance: Solomons, MD 20688. Other persons may identify their interest and capability to respond to this requirement by Friday, October 27, 2023, at 5PM EST. Such capabilities information will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. All information shall be furnished at no cost or obligation to the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
