The Government intends to solicit and contract with only one source, Fairbanks Morse, LLC, for the USS Arlington Diesel Engine Parts under the authority of FAR 13.106-1(b)(1)(i) on a sole source basis. Determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. The Mid-Atlantic Regional Maintenance Center (MARMC) requests responses from qualified sources capable of providing the parts that are identified in the attached Statement of Work (SOW). These parts are required for the 1A and 2B MPDE Exhaust Diffuser replacements and 1B and 2A MPDE Connecting Rod, Piston, Liner and Component assembly. These parts support the 1A, 1B, 2A and 2B Main Propulsion Diesel Engines. Only the OEM can provide parts necessary to ensure the integrity of the engines and therefore the parts must be compatible (proper form, fit and function) with the existing Main Propulsion Diesel Engines, and other main equipment systems applicable to the diesel engines. Fairbanks Morse will provide technical support during the maintenance and repair of these engines. In order to retain the services of the OEM, the material must be procured through the OEM. This synopsis is published for informational purposes and does not constitute a request for competitive proposals. Interested parties may identify their interest and capability by submitting a written response to morgan.alvey@navy.mil no later than 10 days after the date of the publication of this notice. The written response shall reference RFP# N50054-19-R-0035 and provide a capability statement that clearly indicates the firm's experience, assets, background, and ability to perform the required work without compromising quality, accuracy, reliability and schedule. The capability statement shall be submitted in MS WORD or Adobe PDF form as an email attachment. The Government will consider all capability statements received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government.
