This solicitation documents and incorporates provisions and clauses in effect through FAC 2019-05 and DFARS Change Notice 20190820. The Government intends to solicit and contract with only one source, Lake Shore Systems, Inc., for the USS Mason Wildcat-Capstan Assembly under the authority of FAR 13.106-1(b)(1)(i) on a sole source basis. Determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. The Mid-Atlantic Regional Maintenance Center (MARMC) intends to solicit and award a Sole Source, Firm-Fixed Price (FFP) contract to Lake Shore Systems, Inc, 2141 Woodward Ave, Kingsford, MI 49802, Cage Code 7QAR4, NAICS Code 336612, FSC Code 2040, DUNS 080390914, in accordance with (IAW) FAR 13, for the supply and delivery of the following items: • 1 Each, Wildcat-Capstan Assembly, P/N 5D3-02041 Lake Shore Systems, Inc. is the original equipment manufacturer (OEM) and own proprietary rights of the Wildcat-Capstan Assembly required for the ship's mechanical system. The Wildcat-Capstan Assembly, P/N 5D3-02041, is part of a mechanical system consisting of two other assemblies: the gear reducer and the wildcat brake for the anchor windlass. All three of these assemblies are manufactured by Lake Shore Systems, Inc. The Wildcat-Capstan Assembly consist of the capstan and wildcat for mooring lines and anchor operation. The Wildcat-Capstan is coupled to the gear reducer on the 01 level of the ship. It must interface seamlessly with the existing mechanical components. Only the OEM can ensure exacting alignments and adjustments measured between the Wildcat-Capstan, gear reducer and the anchor windless of the ship. The use on non-OEM parts could jeopardize the integrity of the complete anchor windlass system and potential injury to personnel during install and operation if not misaligned. The material provided must be compatible in all aspects (form, fit, function) with existing systems present installed. This synopsis is published for informational purposes and does not constitute a request for competitive proposals. Interested parties may identify their interest and capability by submitting a written response to morgan.alvey@navy.mil no later than 10 days after the date of the publication of this notice. The written response shall reference RFP# N50054-19-R-0034 and provide a capability statement that clearly indicates the firm's experience, assets, background, and ability to perform the required work without compromising quality, accuracy, reliability and schedule. The capability statement shall be submitted in MS WORD or Adobe PDF form as an email attachment. The Government will consider all capability statements received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government.
