The Mid-Atlantic Regional Maintenance Center (MARMC) intends to issue solicitation N5005419R0017 for an Indefinite Delivery-Indefinite Quantity Multiple Award Contract (IDIQ-MAC) to provide labor, material and services to accomplish repairs, maintenance, and refurbishment of U.S. Navy Living Barges. Repairs and services shall include (but are not limited to) test and inspection, towing, temporary services, cleaning and sanitizing, and the potential of periodic docking. Repairs and refurbishment may include all hull, mechanical, and electrical systems; plus habitability equipment such as berthing, galley, furniture, and awnings. This will be an indefinite delivery/indefinite quantity, firm fixed price contract. The contract will be for a base year with four one-year options. Performance of work will primarily be on vessels located in a 50-mile radius of Norfolk Naval Station. The applicable NAICS code is 336611 (Ship Building and Repair) with a small business size standard of 1,250 employees. In addition, this procurement will utilize the policies and procedures of FAR Part 15 “Contracting by Negotiation.” NAICS code 336611 applies with a size standard of 1,250 employees. This is a follow-on procurement. The current contract numbers are N50054-15-D-1501, N50054-15-D-1502, N50054-15-D-1503, N50054-15-D-1504 and N50054-15-D-1505. A Sources Sought Notice was posted on FEDBIZOPPS on 15 February 2019 referencing solicitation number N5005419R0015. Based on the result of the Source Sought Notice and other market research conducted, the Government has determined that this requirement will be a 100% Small Business Set-Aside.
