In accordance with FAR 6.302-2(a)(2), full and open competition need not be provided for when the agencys need is of such unusual and compelling urgency that the Government would be seriously injured. This requirement supports the use of the authority cited in 10 U.S.C.3204(a)(2) because significant interruption to the Small Boats Lot I and Lot II maintenance program would occur if not permitted to extend the period of performance of the Multiple Award IDIQ Contracts.The Small Boats Lot I and Lot II vessels are essential to the support mission critical combats during their availabilities for repair, maintenance, and modernization. Delaying repairs to the Small Boats will directly interfere with their ability to support availabilities. This will in turncause delays to significant availabilities that will have a negative impact on the Navy?s mission to be wartime ready. If the Small Boats are not repaired in a timely manner, it can further degrade the conditions of the vessels.
