This announcement constitutes a SOURCES SOUGHT for information and planning purposes to identify qualified and experienced sources for an anticipated Firm Fixed Price (FFP) award for building support services to the Mid-Atlantic Regional Maintenance Center (MARMC). These services include, but are not limited to, the surrounding building grounds, operating building systems, including camera and electric door security, heating, ventilation and air conditioning (HVAC), electrical and internal telephone systems, energy controls and management, all internal plumbing, and any other Command specific activities needing facility support. The period of performance for the anticipated contract is one (1) base year period and four (4) one-year option periods. This sources sought notice is for information and planning purposes only and does not constitute a Request for Proposal (RFP) nor does its issuance restrict the Government as to the ultimate acquisition approach. The Government will not reimburse the contractor for any cost associated with preparing or submitting a response to this notice. THIS IS NOT A SOLICITATION. MARMC is seeking information on qualified and experienced sources for planning purposes in an effort to derive a contract vehicle that will provide support services as defined in the attached draft Performance Work Statement (PWS). Contractor personnel will be required to obtain a Secret Clearance. The place of delivery encompasses buildings on Naval Station Norfolk and Norfolk Naval Shipyard in the cities of Norfolk and Portsmouth, Virginia. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 561210, with a size standard of $41.5 million. Reponses to this Sources Sought request should reference N50054-22-R-0002 and shall include the following information in this format: Company name, address, point of contact name, phone number, fax number and email address. Contractor and Government Entity (CAGE) Code and DUNS number. Business Size Capabilities statement demonstrating ability to provide the minimum requirements of the support services described in the draft PWS. This documentation must address, at a minimum, the following: (1) prior/current corporate experience performing efforts of similar size and scope within the last three (3) years, including contract number, organization supported, indication of whether a prime or subcontractor, contract value, Government point of contact with current telephone number, a brief description of how the contract referenced relates to the technical services described in the draft PWS; (2) company profile to include number of employees, annual revenue history, office location(s); (3) management approach to staffing this effort with qualified personnel which should address current hires available for assignment to this effort, possible subcontract/teaming arrangements, and strategy for recruiting and retaining qualified personnel; and (4) a statement regarding capability to obtain the required industrial security clearances for personnel. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Standard company brochures will not be reviewed. Submissions are not to exceed ten (10) typewritten pages with a 12-point font minimum.
