Integrated Library System (ILS) and Online Catalog Software-as-a-Service (SaaS)
The Navy's Office of Naval Intelligence requires a cloud-based Integrated Library System (ILS) and online catalog Software-as-a-Service platform, plus complete migration of legacy data from SirsiDynix. The base performance period runs 29 September 2026 through 28 September 2027, with four option years extending to 28 September 2031, and the data migration must be completed within 30 days after receipt of order. Services will be performed remotely at the contractor's facility, with systems integration and technical coordination managed in Washington, DC. This is an unrestricted full-and-open competition, with award based on a best-value trade-off where technical capability is significantly more important than price. Key technical requirements include MARC21/OCLC import, SAML 2.0 SSO, NIST SP 800-53 compliance, and FedRAMP Moderate/DoD Cloud Impact Level 4/5 environments preferred.
