The Contracting Department, NAVSUP Fleet Logistic Center (FLC), Norfolk intends to negotiate a Firm Fixed-Price contract and will utilize procedures under Federal Acquisition Regulation (FAR) Part 12 and FAR 13.5. This requirement will be solicited as full and open competition after exclusion of sources Pursuant to FAR 13.501(a). The Government intends to procure the required Eaton brand Uninterruptible Power Supply (UPS) batteries and associated Eaton Cell Watch battery monitoring/warning systems required by Forces Surveillance Support Center (FSSC) to replace aged and degraded components in designated areas at facilities in each of the below detailed locations: New Kent and Chesapeake, VA; Tilden and South Premont, TX; and Vieques and Juana Diaz, PR. The North American Industry Classification System (NAICS) code for this acquisition is 335910– Battery Manufacturing, the Federal Supply Code is 6135, and the size standard is 1,250 Employees. The place of performance will be New Kent and Chesapeake, VA; Tilden and South Premont, TX; and Vieques and Juana Diaz, PR. This pre-solicitation notice is NOT a request for competitive quotations. A complete Request for Quote (RFQ) package will be available on or about 08 August 2023, by downloading the documents at the SAM.gov website as follows: https://sam.gov/. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above site; this office will not issue hard copy solicitations. By submitting a quote, the vendor is self-certifying they are not currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to consider the offer for award. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the SAM database prior to award, during performance, and through final payment of any contract resulting from this solicitation.
