Shipyard Infrastructure Optimization Program (SIOP) Industrial and Office Relocation Services Move 2 PSNS&IMF
The Navy’s PSNS&IMF intends to award a firm-fixed-price, 100% small-business set-aside commercial contract for industrial and office relocation services under SIOP at Naval Base Kitsap in Bremerton, WA, with destinations within a 40-mile roadway radius including Bremerton, Poulsbo, and Belfair. Work covers three CLINs: relocating Shop 26 welders’ workspace/equipment from Bldg. 495 to Bldg. 995 (about 3 miles), relocating Shop 26 warehouse stock to Twelve Trees Business Park in Poulsbo, WA (about 21 miles, with alternate delivery to Bldg. 995), and on-demand contingency moves up to 40 standard 26-foot truckloads or 1,040 linear feet within the 40-mile radius. The contractor must provide all personnel, management, equipment, supplies, transportation, tools, materials, and supervision for loading, securing, transporting, destacking, staging, and placing items onto industrial pallet racking; dock access is not guaranteed, so lift gates, portable ramps, and forklifts with certified operators are required. Security/operational requirements include 100% U.S. citizenship for personnel entering naval base/CIA facilities, strict base access rules, 26-foot box truck or smaller limits in the CIA unless approved, tarping for flatbeds/open decks on request, no HAZMAT or oversized/over-dimensional permitted loads, and offerors must state minimum advance notice for scheduled moves (default three business days if none stated). The period of performance is 01 December 2026 through 30 November 2027; award will be Lowest Price Technically Acceptable, and offerors must be active in SAM.
