NOTICE OF INTENT TO AWARD SOLE SOURCE: Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF) intends to award a sole source modification to Global Coatings, LLC. for emergent structural repairs for 3 and 4 Tier Paint Floats. Repairs include cropping and renewing large portions of the hull because currently the floats are not seaworthy. This contract action will be negotiated as sole source, due to Global Coatings, LLC being the only responsible source for performance of the required services. Global Coatings, LLC is currently under contract to perform maintenance, repair and preservation of the 3 and 4 Tier Paint Floats. Due to unforeseen conditions underneath the deck discovered after blasting, several structural repairs are needed in order to make the floats seaworthy and serviceable. Failure to complete the requirement expeditiously would jeopardize the ability of the vessels to support critical Navy operations, and award of these services to any other source would result in an unacceptable delay in fulfilling the agency's requirements. 3 Tier Paint Float Characteristics Length: 28 FT Width: 25 FT 0 IN Age: 37 Years Draft: 3 FT Light Load: 16 Tons Superstructure/Tiers: 31 Tons Hull Type: Steel 4 Tier Paint Float Characteristics Length: 38 FT Width: 25 FT 0 IN Age: 37 Years Draft: 4 FT Light Load: 17 Tons Superstructure/Tiers: 44 Tons Hull Type: Steel This contract action will be accomplished under the existing contract for the maintenance, repair and preservation of the 3 and 4 Tier Paint Floats, contract N4523A22C1060. The anticipated award will be in January 2023. The work identified in this posting is estimated to take approximately 50 days. Please note that this is not a request for competitive proposals. However, all interested parties who believe they can meet the requirements are invited to submit a capability statement, describing their ability to provide the services listed above. The deadline for capability statement submission is 28 December 2022, at 4:00 PM, Pacific Standard Time. A determination by the government not to compete this requirement based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining competition requirements.
