See Attachment C08.8 Q&A#1 for the questions and answers. Puget Sound Naval Shipyard (PSNS) has six OWTS plants. Two if the 20,000- gallon vertical, cylindrical, aboveground, double-walled wastewater storage tanks have developed holes, pits, and leaks in the primary tanks. Tank 4C and 4D service OWTS Plant 4 are located at Drydock 4. The holes, pits, and leaks have developed in the tanks due to excessive corrosion. The corrosion is evident by multiple holes, pits, and leaks on the tank walls and floor, separation of the stainless steel sensor guide wires from the carbon steel floor anchors, and damage to the components located inside the tanks such as the high-level alarm and the emergency shut-off valve system. The tank repair shall meet American Petroleum Institute (API), Steel Tank Institute (STI), Underwriters Laboratories Inc. (UL), and National Fire Protection Association (NFPA) standards. The tank coating shall meet National Association of Corrosions Engineers (NACE) certification standards. See attachment solicitation C08.0 and attachment 2, C08.3 PWS for further details.

The sources sought is being issued as a means of conducting market research to identify industrial capabilities that might exist in order to support an upcoming requirement to repair two 20,000-gallon oily wastewater storage tanks (Tanks 4C and 4D) at the Oily Water Treatment System (OWTS). For additional information regarding the technical specifications, please refer to the attached DRAFT Performance Work Statement (PWS). Based on the responses to this sources sought, this requirement may be set-aside for small business (in full or in part) or procured through full and open competition (unrestricted), the government intent at this time is for a single award. All small business set-aside categories will be considered. Required Capabilities: Completed tanks shall pass the pneumatic pressure test. Tanks with completed repairs must pass a STI inspection and meet all STI certification requirements for aboveground storage tanks for flammable liquid storage. Contractors shall maintain appropriate certifications to meet the National Association of Corrosion Engineers (NACE) certification requirements for installation of above ground storage tank lining/coating for flammable liquid storage throughout the performance period. Additional detail is provided in the draft PWS attached to this announcement.
