THIS SYNOPSIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. PRE-SOLICITATION NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION: Inner Assembly Fabrication Inner Assemblies (for electrical penetrations) provide a leak-tight pass-through for power, control and instrumentation cables through the containment structure. They also maintain the pressure boundary integrity of the entire containment structure, especially during a severe accident. There are different penetration systems in the market place; nothing that compares to the specifications needed for a reactor plant system installation. The work to be performed under this contract action requires a detailed knowledge and familiarity with specialized and critical technical details, configurations and performance characteristics of nuclear powered aircraft carriers. Huntington Ingalls Incorporated – Newport News Shipyard (HII-NNS), as the only builder of U.S. Navy nuclear powered aircraft carriers, is the only contractor with the detailed knowledge and familiarity with these vessels needed to supply the parts sufficient for the requirement. The drawing specified in the purchase request is sole property of HII-NNS. CLOSING STATEMENT THIS SYNOPSIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
