This is an RFQ (request for quote) for commercial items, as supplemented with additional information, included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation # N4523A21Q1344 is being issued for a firm fixed price contract for a commercial contract, for Clean Yellow Shredding services. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-06, dated 12 July 2021. This is a full and open solicitation, with no set aside. The North American Industry Classification System (NAICS) code for this work is 561990 (All Other Support Services), with a Business Size Standard of $12,000,000.00. The Product Service Code Class is R699 (Business administration services- support- administrative: other). The line item numbers consist of the following: “Vendors shall complete this pricing structure, section in its entirety and return with any other documentation or data as required by this solicitation. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, supervision, and other items necessary to perform the service. Once yellow material has been issued to a shop outside of the manufacturing shop, it is considered waste, as proof of cleanliness controls cannot be maintained. The manufacturing shop produces 90% of the yellow trash for PSNS & IMF. Controlling the disposition of clean yellow material reduces burial costs as cleanliness can be proven and after on site shredding, the yellow material can be disposed of as general trash or recycled. Puget Sound Naval Shipyard and Intermediate Maintenance Facility requires weekly, on-site Clean Yellow Shredding as defined in this Performance Work Statement. The work will be performed with in the controlled industrial area at Puget Sound Naval Shipyard. A full description of all requirements associated with this contract action are provided in a detailed Performance Work Statement (Attachment 1). FOB: Destination The Period of Performance is as follows: 17 September 2021 – 16 September 2022 (Base) Option 1 17 September 2022 – 16 September 2023 Offerors must be registered in the System for Award Management (SAM) database prior to award of a DOD Contract.
