INFORMATION FOR POTENTIAL OFFERORS: Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF) requires the ability to order liquid nitrogen tank/equipment rental, and liquid nitrogen refills for the purpose of freeze seal work at PSNS&IMF work sites (Bremerton, Bangor, and Everett) from 1 June 2020 – 31 May 2023. The Contractor is responsible, either through its own resources or through the resources of a subcontractor, for the full range of logistic and customer-support processes including tanks for liquid gas, equipment pick-up and delivery, inventory management, certification and maintenance, warehousing, transportation, supplier relationships, technical compliance, quality assurance, customer service, order receipt and fulfillment, return processing, invoicing, data collection, and reporting. Coordinate with the Contracting Officer, via the Contracting Officer’s Representative (COR) to deliver liquid nitrogen as necessary to maintain tank levels greater than 30% of tank capacity unless otherwise agreed to by the Contracting Officer’s Representative. The expected Period of Performance is scheduled to be: 1 June 2020 to 31 May 2023. The Government is contemplating a full and open solicitation. The Government intends to post a request for proposals on or around 14 February 2020 and anticipates award of a single award indefinite delivery indefinite quantity (IDIQ) contract in June 2020 to the responsible contractor on a lowest price, technically acceptable basis in accordance with but not limited to the Federal Acquisition Regulation (FAR) 15.101-2. All offerors must be registered with the System for Award Management (SAM) to receive award of Government contracts. Offerors are advised also that SAM representations and certifications can be completed electronically via the System for Award Management website at https://beta.sam.gov. PSNS & IMF may request further information regarding the capabilities of respondents to meet the requirements set forth in the announcement. This pre-solicitation announcement is released in accordance with FAR 5.2.
