Update CDRL A022 and A035 block 16 Statement of Work references. __________________________________ Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS&IMF), Bremerton, Washington is soliciting for a Firm Fixed Price, Single award Indefinite Delivery Indefinite Quantity (IDIQ), service type contract for offload and land haul services for nuclear reactor compartments from the Port of Benton, WA to Hanford, WA. All interested parties may download the solicitation and amendments at http://beta.sam.gov. All contractors must be registered and active in the System of Award Management (SAM) https://sam.gov/SAM/. The solicitation along with any attachments will only be available electronically on http://beta.sam.gov. No telephone or FAX requests will be accepted, and no hard-copy solicitation/amendment will be mailed or faxed. Prospective Offerors are responsible for downloading their own copy of the solicitation and for frequently monitoring for any amendments. The Government is not responsible for inability of the Offerors to access the posted documents. The anticipated ordering period is five years from the date of award. Award is anticipated to be in April 2020. The acquisition will result in a single award, Indefinite Delivery Indefinite Quantity to the responsible contractor utilizing Best Value Tradeoff evaluation procedures in accordance with FAR Part 15. Prospective offerors are invited to a site visit at the Port of Benton barge slip in Richland, Washington and U.S. Department of Energy’s Hanford site as detailed in the solicitation. The Puget Sound Naval Shipyard & Intermediate Maintenance (PSNS & IMF) intends to solicit a firm fixed price, Indefinite Delivery Indefinite Quantity (IDIQ), service type contract for offload and land haul services for nuclear reactor compartments from the Port of Benton, WA to Hanford, WA. The services are to include performing pre-arrival underwater diver inspections and surveys of the barge slip bottom and structure at the Port of Benton, and to perform any maintenance necessary to keep the facility in an acceptable condition. The contractor shall also use hydraulic jacks and construct a transition ramp to assist in the offloading of the nuclear reactor package from the barge to the transporter. Once the slip has been prepared and the PSNS barge has been towed to the Port of Benton, the contractor will be responsible for providing crew and equipment to dock, ballast and de-ballast the barge carrying the decommissioned nuclear reactor compartment weighing approximately 1680 short tons. The transporter will need to be a modular platform transporter with hydraulic suspension capable of lifting, supporting, and transporting a package weighing 1680 short tons approximately 26 miles to the burial trench at the Department of Energy Hanford site for disposal. A completed statement of work requirements will be included in the solicitation. A technical proposal and past performance information are required with each offer. A site visit will be scheduled during the solicitation period. The proposed contract action is for services for which the Government intends to solicit on a full and open competitive basis. This requirement to be solicited using commercial acquisition procedures in accordance with FAR Part 15 utilizing Best Value Tradeoff evaluation process. The acquisition will be solicited anticipating award of a 5-year Firm Fixed Price IDIQ, Service type contract. THERE IS NO SOLICITATION AT THIS TIME. Anticipated Solicitation N4523A20R1069 and subsequent amendments will be posted to https://beta.sam.gov. The anticipated period of performance is from April 2020 to April 2025 with a posting date of the solicitation on or before 19 December 2019. Prospective Offerors are responsible for downloading their own copy of the solicitation and for following instructions to Offerors as outlined in the solicitation and solicitation amendments, when issued. The Government is not responsible for inability of the Offerors to access solicitation documents posted.
