The Regional Maintenance Center at Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS &IMF), Bremerton, Washington intends to award a sole source Firm-Fixed Price Development Contract with Pre-Priced Options to Curtiss-Wright Electro Mechanical Division for the design, development and first article testing of Rotary Position Sensor Encoders for the Advanced Secondary Propulsion System. This requirement shall include technical support, engineering, design, development and testing. The manufacturer's schedule shall consist of the component development, design specifications development, creation of drawings, procurement of materials, Encoder first article manufacture and in-service testing and certification. The anticipated Sole Source solicitation shall be issued on or around the end of September 2019. This sole source procurement is authorized under Justification and Approval (J&A) 19-05J under statutory authority 10 U.S.C 2304(c)(1) Only One Responsible Source. See attached Justification and Approval for more detail. This requirement was posted under N4523A19R1302 as a Sources Sought on www.FBO.gov from 22 March 2019 through 16 April 2019. This pre-solicitation synopsis is released in accordance with FAR 5.2. Information provided in response to this pre-solicitation announcement is for informational and planning purposes only, will not be considered an offer by the responding contractor and cannot be accepted by the Government to form a binding contract.
