NOTICE OF INTENT TO AWARD SOLE SOURCE: Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF) intends to award a sole source modification to Puglia Engineering, Inc. for the blast and preservation of the hull/freeboard of the IX-536 and zinc replacement. This contract action will be negotiated as sole source, due to Puglia being the only responsible source for performance of the required services. Puglia is currently under contract to perform maintenance, repair and preservation of the IX-536. Due to unforeseen conditions below the waterline of the vessel, a complete blast and preservation of the hull/freeboard is now required vice the originally anticipated touch-up preservation; the IX-536 requires emergent repair to ensure timely completion of a permanent preservation system and zinc replacement. Failure to complete the requirement expeditiously would jeopardize the ability of the vessel to support critical Navy operations, and award of these services to any other source would result in an unacceptable delay in fulfilling the agency's requirements. IX-536 Vessel Characteristics: Length: 177 FT Width: 76 FT Age: 27 Years Hull Type: Steel Draft: 5 FT Full Displacement: 1680 L Tons Light Load: 1653 L Tons This contract action will be accomplished under the existing contract for the maintenance, repair and preservation of the IX-536, contract N4523A19C1050. The anticipated award date is 4 February 2019. The work identified in this posting is estimated to take approximately 45 days. Please note that this is not a request for competitive proposals. However, all interested parties who believe they can meet the requirements are invited to submit a capability statement, describing their ability to provide the services listed above. The deadline for capability statement submission is 29 January 2019, at 1:00 PM, Pacific Standard Time. A determination by the government not to compete this requirement based on responses to this notice is solely within the discretion of the government.
