This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a sole source quote is being requested as outlined below and a separate request for quote (RFQ) will not be issued. The Puget Sound Naval Shipyard & Intermediate Maintenance Facility (PSNS&IMF), Bremerton Washington, intends to award a firm-fixed price, sole source purchase order to Rapp Marine U.S. Inc., 2260 W Commodore Way, Seattle, WA for the re-manufacture of two (2) luff hydraulic cylinders in accordance with the attached performance work statement (PWS). Rapp Marine U.S. Inc. is the Original Equipment Manufacturer (OEM) of the Luff cylinders and possesses proprietary drawings required for the re-manufacture. This notice of intent to award a sole source contract is under the authority of FAR 13.106-1(b) (only one source reasonably available), and is not a request for competitive quotes. The Government plans to award a purchase order for this requirement within 30 days of this notice. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2019-01effective 20 Dec 2018. All responsible sources may submit a capability statement or quotation which shall be considered by the agency. Firms that believe they can provide the capability to fully meet the Government's requirement may submit a capability statement or quote that will be considered by this Agency in writing to the identified point of contact prior to the closing of this notice. Such documentation shall be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
