THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS OR QUOTES. RESPONSES TO THIS NOTICE WILL BE USED TO DETERMINE THE SOLICITATION APPROACH. The Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF), Detachment Everett, Washington (Code 440.13) intends to issue a solicitation for a small business set-aside, Firm Fixed-Price, Indefinite Delivery Indefinite Quantity (IDIQ) contract, in support of the Trident Refit Facility Bangor Site, Silverdale, WA, for Chrome Plating Services under NAICS Code 332813. The purpose of this sources sought is to conduct market research to determine industry capability for this procurement. The Deputy for Small Business for this procurement is Brenda Lancaster, brenda.lancaster@navy.mil. This work will require contractors to accomplish the removal of existing chrome plating, pre-plating base material preparation, plating process, post plating hydrogen embrittlement relief, and post plating final grinding to each item identified in the contract. Work is to be accomplished at the contractor's facility with inspection and acceptance by the Government after work is accomplished and the Government receives items. This solicitation is anticipated to cover a five year period. A draft statement of work is attached. In order to be eligible for this contract, contractors will need to be Submarine Safety (SUBSAFE) certified in accordance with NAVSEA NOTICE 5000 dated December 26th, 2017. Firms interested in this contract and becoming SUBSAFE certified should send an email to Joseph Duncan at joseph.e.duncan@navy.mil as shown below. In this email, please provide your company name, CAGE code, a point-of-contact phone number, a general description of your Chrome Plating capabilities, SUBSAFE certifications held, if any, and an identification of your small business status (Small, 8(a), HUBZone, Woman-Owned, etc.), if applicable. Company information will be added to an interested parties list and courtesy notification will be sent when the solicitation is posted. Please provide this email by close-of-business August 26th, 2019. Notice Regarding Sources Sought: This sources sought is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This sources sought does not commit the Government to contract for any supply or service whatsoever. Further, the Navy is not seeking proposals at this time, nor accepting unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this sources sought; all costs associated with responding to this sources sought will be solely at the interested party's expense. Not responding to this sources sought does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine the type of solicitation to issue. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award. Information provided shall be treated as Business Sensitive or Confidential to the responder, exempt from public release under the Freedom of Information Act. PSNS&IMF may request further information regarding the capabilities of respondents to meet the requirements set forth in the announcement. This sources sought announcement is released in accordance with FAR 15.201. Information provided in response to this sources sought announcement will not be considered an offer by responding contractor and cannot be accepted by the Government to form a binding contract.
