The Naval Supply Systems Command, Fleet Logistics Center Jacksonville, FL intends to solicit ONE (1) Custom Barge with custom hatch and ladder, Model P1-40x10x5 PB 810-001-1405, manufactured by Poseidon Barge, Ltd. The procurement is for an additional barge to mate/bolt/makeup to existing exact same modular barges that comprise the Towed Array Floating Work Platform (TAFWP) system. The system of exact like/same barges is stand-alone system with no backup. The addition of a new barge will provide maintenance latitude without long periods of downtime on the TAFWP and must be sole source. Assigned PSC Code: 1935; NAICS Code: 332999. Qualified vendors for this requirement must be an authorized distributor of Poseidon Barge, LTD and able to provide all below listed required supplies. The government anticipates award of a single firm fixed price contract for supplies, using the Simplified Acquisition procedures of FAR part 13, with an anticipated award date of 14 SEPTEMER 2020. The Government will award on the basis of price unless the Contracting Officer is aware of past performance information related to the low price quote which indicates that quote may not represent best value. In that case, the Government reserves the right to consider the past performance of other quotes, conduct a price, past performance tradeoff, and award to other than the lowest price quote. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
