NO SOLICITATION EXIST This is a SOURCES SOUGHT NOTICE for Market Research purposes ONLY. This information will be used to determine the availability of vendors capable of meeting the Government’s minimum requirements. NAVSUP Fleet Logistics Center is issuing this Sources Sought Notice to determine whether there are potentially qualified SMALL BUSINESS concerns capable of providing one (1) Fiber Laser Metal Cutting System (Class 1) at Trident Refit Facilities, King’s Bay, GA. This notice does not constitute a request for proposal, request for quote or invitation to bid. The intent of this notice is to identify potential Offerors for market research purposes and to determine whether to set-aside the requirement for SMALL BUSINESS. NAICS Code: 333517, Machine Tool Manufacturing. Description/Scope of Work: The Contractor shall provide all personnel, supplies, labor, material, and equipment to provide the Trident Refit Facility, Kings Bay (TRFKB). This requirement to procure the Fiber Laser Metal Cutting System (Class 1) will be installed into shops and directly supports operations of overhaul and repair perform at Trident Refit Facility. The Fiber Laser Metal Cutting System (Class 1) shall be provided to permit movement of the system via crane lifts, forklifts, and trailer. The requirements include testing, operation / maintenance training, and documentation. Equipment Offering. The item offered shall be new and a current commercially available model. A current model is defined as the manufacturer’s currently produced model, which, on the date this solicitation is issued, has been designed, engineered, sold or is being offered for sale through advertisements or manufacturer’s published catalogue or brochures. Products such as a prototype unit, pre-production model, or experimental unit do not qualify as meeting the requirements specified herein. The machine shall include all components, parts, and features necessary to meet the performance requirements specified herein. All parts subject to wear, breakage or distortion shall be accessible for adjustment, replacement, and repair. OSHA Compliance. The equipment installation and its component parts shall comply with 29 CFR 1910, NFPA 70, NFPA 79 and UL. Approval shall be as specified under the "Approval" and "Acceptance" criteria in the OSHA regulations Subpart "O", Machinery and Machine Guarding paragraph 1910.212 and Subpart "S" Electrical, paragraph 1910.303 and paragraph 1910.399. Audible Noise Level. The Fiber Laser Metal Cutting System (Class 1) shall consist of: Assist Gases. The system shall utilize assist gases such as high pressure Nitrogen 99.98% pure to 350 psi and medium pressure Oxygen at 98% or greater purity at 100 psi. These assist gases along with any associated bottle connected regulators and shut-off valves are to be provided by TRF, Kings Bay for use in the system as specified by the manufacturer. Electrical System / Industrial Control Cabinet. The machine shall be provided and installed as defined and In Accordance with NFPA 79 and UL (or Equivalent) Certification. The available electrical power source available at the installation site is 480VAC, 3 phase, 60 Hz, 60 Amps. The electrical system shall be complete, including transformers required to modify the existing source voltage to the proper operating voltage of the equipment. A properly rated and fused single disconnect device, controlling all electrical power to the equipment, shall be utilized on the machine with means of lockout in the off position only. Transformers supplied with the contracted equipment shall be new (not remanufactured / certified new) and shall clearly indicate manufacturing date / New Unit by product label. Energy Isolating Devices. The equipment shall be provided with energy isolation devices (e.g. power switches, safety devices, circuit breakers, valves) that protect personnel from the release of hazardous energy and are integral to the component being isolated and locked out. The devices shall be designed and manufactured such that they can be padlocked in the OFF position. This includes both mechanical and electrical devices. An energy isolation device shall be installed as the first energy control device on all major components of the system such that the component can be isolated at the component level. Emergency Stop Devices. The equipment specified herein shall be provided with an emergency stop button at the equipment control panel. The stop button shall be the mushroom type, shall be colored red, and shall be labeled as such. When activated, the emergency stop device shall cause all operations or functions to cease immediately, and relieve residual vacuum pressure immediately. Resetting of the emergency stop device shall not restart the system. The restarting of the system after losing power or resetting the emergency stop button shall be possible only by a deliberate operator action. Arc Flash. All electrical enclosures shall be marked for arc flash hazard per NFPA 79. Motors. Motors shall be rated for continuous duty and shall have ball or roller bearings of the sealed and permanently lubricated type. Alternating-current (AC) motors shall be designed to operate on 60-Hz and each motor enclosure shall meet the requirements for a drip-proof enclosure. All motors 1 HP and above shall meet the requirements of NEMA MG 1. Each motor shall have an identification plate to identify manufacturer, model identification, serial number, voltage, amperage, horsepower, phase, frequency and frame number written in the English language. Servo motors are exempt from these requirements. Motor horsepower shall be the manufacturer’s standard or standard optional horsepower as indicated on the manufacturer's design and construction drawing(s), unless otherwise specified herein. Solid-State Components. Solid-state design shall be employed throughout for electronic components. Use of selenium and other similar aging devices are not permitted for use in the application of voltage surge protection to other solid-state components. Solid-state components shall not be adversely affected when subjected to power line transients and surges typically experienced in industrial environments. Series and parallel connections of solid-state devices without forced sharing circuitry for voltage and current, respectively, is not permitted. Solid-state devices shall be capable of handling the electrical load imposed by operation of the machine to its maximum capability. IT Related Requirements. The preferred application is that the equipment is supplied with an embedded operating system. If this approach is not achievable by manufacturer design then the following guidelines must be adhered to: The Stand Alone PC or Laptop must: Be Windows 10 License activation (if required) will need to be done w/o the use internet connection License dongles or USB sticks need to be identified on the quote and contract for awareness A source for any Application software needs to be available (physical media or downloadable link) Installation / Commissioning. (Ten (10) business days after notice by TRFKB POC's of successful placement and connection of services). Contractor shall be responsible for the following Installation / Commissioning Responsibilities: Mechanical Installation. The Contractor shall provide all labor, required fluids, piping, interconnecting hoses, and any other materials to move, locate, set level, align, lubricate, and make ready to operate all equipment required by this contract. All machinery shall be installed to original manufacturer's tolerances. Electrical Installation. The contractor will verify and accept all electrical connections made by TRF electrical team prior to start-up of machinery. Any changes needed to the supply side will be noted by the contractor and performed by TRF Electrical personnel. Forklift Pockets, Lugs, Lifting Eyes, Swivel Hoist Rings. The equipment shall be provided with Forklift Pockets, lugs, lifting eyes, Swivel Hoist Rings or Eyebolts as applicable to the machine design and arranged with the center of gravity for safe handling and transport by overhead crane without the use of a strong back. Forklift pockets shall be designed to allow the use of a 6K forklift with fork dimensions of 6” W x 2” H. If the equipment is so designed to include lugs, lifting eyes, Swivel Hoist Rings or Eyebolts then the manufacturer shall load test all lifting eyes to 125% (+5%/-0%) of the rated capacity with all test loads being held for at least 2 minutes. If the equipment is so designed, the plane of each pad-eye (if so designed) shall point towards the center of gravity within +/- 5 degrees to prevent side loading of the interfacing shackles as required by NAVFAC P307. The safe working load of each pad-eye shall be half (1/2) of the item weight and include (15% for 60° sling angle) and (10% for dynamic loading); that is, 1.10 x 1.15 x ([item weight]/2). The minimum design factor of each pad eye and its attaching welds shall be 3 to 1 based on the material yield strength. The pad-eye shall accommodate a 1” shackle along with interconnecting rigging above it. The equipment when suspended shall hang perpendicular within 5 degrees of true vertical. All welds of lugs (including tie-down lugs) and lifting eyes shall be N.D.T. inspected with magnetic particle testing prior to and at the conclusion of certification testing in accordance with NAVSEA Technical Publication T9074-AS-GIB-010/271; acceptance criteria: no cracks. All fillet welds shall be sized per MIL-STD-1628. Joint efficiency shall be 100 percent. A report with the findings of the Certification Test along with N.D.T inspection shall be provided prior to shipment for review and approval. Total weight (empty) shall be denoted beside each lifting point. The contractor shall present all testing / certification documentation to the POC listed in paragraph 1.4 of this document for review and approval prior to shipping. The POC will provide written acceptance that will serve as authorization to ship or indicate discrepancies that need to be satisfied before authorization will be authorized. If the contracted equipment requires the use of other than standard (Metric) Swivel Hoist Rings or Eyebolts then the Vendor / Manufacture is to supply the required gear for safe lifting procedures. The Vendor / Manufacturer shall supply all certification paperwork for the supplied Lifting Gear Training. On-site personnel training shall occur within thirty (30) business days after receipt, inspection, install / commissioning and satisfactory completion of the Operational Tests at Destination. The services of a qualified representative(s), who is a United States citizen of good standing and repute and proficient in the English language, shall be provided for specialized training to familiarize receiving activity personnel with the equipment and to help ensure reliable performance and maximum service life, during normal usage. The training shall be performed at the customer facility and shall be as stated below. Training shall occur during weekdays between 0800 and 1500 at customer facility. Training manuals shall be provided for each of the operator and maintenance training students. The required manuals must be separated between Operator and Maintenance and shall include applicable illustrations such as as-built drawings and/or program functions. Training both shall include classroom and hands-on portions. All printed training aids shall be in the English language. Training sessions shall be provided separately for each group/type of Government personnel. The training shall apply to personnel as follows: Required Delivery Date. NLT 31 December 2020. SUBMISSION REQUIREMENTS: Responses to this Sources Sought (SS) notice shall not exceed two (2) pages and shall be prepared using Times New Roman font no smaller than 12 point. The technical capabilities statement shall include: A cover page containing the company’s name, address, CAGE code, DUNS number, years in business, affiliate information, parent company, joint venture partners, NAICS code 333517, business size/socio-economic status, Government business point-of-contact name, phone number, and email address.
