Amendment 01 must also be signed and submitted with quotes. Amendment 02 consists of negotiations being initiated with the bidders that submitted offers before or by December 06, 2024. Email negotiations were sent to each offeror on May 08, 2025. A response was requested from each offeror NLT May 20, 2025 at 1200 PDT. Offerors were contacted via email and asked to submit a final proposal which must be inclusive of the signed and completed conformed SF1449, signed Amendments 01 and 02, attachments 1-4 to substantiate the final proposal, and answers to the clarification questions NLT than May 20, 2025 at 1200 PDT. This amendment is only open to submission of offers by the bidders that submitted offers before or by December 06, 2024. Updated wage determinations are being included as well. Please note: Solicitation is published free at the SAM.gov website and offers to the Government may only be submitted as directed in the SF1449. Second party submission of proposals on behalf of any prime will not be considered. Intended Primes must submit their proposal for themselves as directed in the SF1449.

This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to notify potential offerors NAVFAC NW, located in Silverdale Washington, intends to solicit for the provision of Wood Recycling and Organic Materials Composting services for the various Naval Base Kitsap installations within the Navy Region Northwest, including Bangor, Puget Sound Naval Shipyard/Bremerton, Keyport, Indian Island, Jackson Park Hospital, and Manchester. The contract type will be an indefinite delivery/requirements contract with firm-fixed unit prices. The contract period will consist of a base period from date of award through 12 months, and 4 one-year option periods for renewal, at the discretion of the government. If the Government does not award a follow-on contract in time, the Government may require the Contractor to continue performance for an additional period up to six months under the Option to Extend Services clause. The North American Industrial Classification (NAICS) Code is 562111 – Solid Waste Collection, (Size Standard of $47 million). This solicitation is a small business set aside.
