An immediate response was required. It was known that the selected contractor self-owned the equiment needed to perform the repair and that it and its employees had experience making sinkhole repairs on the base multiple times from before. The urgency to get the repair made to save lives and property was to select the contractor known to have the ability to self-perform and experience on Bangor base repairing sinkholes before.
