Subject: Request for Information regarding Naval Facilities Engineering Command Northwest Intent to Enter into a Sole-Source Utility Services Contract for Natural Gas Service at Naval Operations Support Center (NOSC), Sioux Falls, SD In accordance with FAR and DFARS, Part 41, Naval Facilities Engineering Command Northwest intends to enter into a Utility Services Contract with MidAmerican Energy Company for the provision of natural gas service at the NOSC facility in Sioux Falls SD for a period of ten years. The estimated cost of the utilities over the 10-year period will be between $25,000 and $100,000. DFARS PGI 206.302-1 requires that a “Request for Information” or “Sources Sought” notice be advertised when other than full and open competition will be sought for a procurement when only one source is available. In this case the current and only provider of natural gas within the Sioux Falls service area is MidAmerican Energy Company. This advertisement fulfills the DFARS requirement. An approved Justification and Authorization (J&A) will be published within 14 days of contract award.
