In accordance with FAR and DFARS, Part 41, Naval Facilities Engineering Command Northwest intends to enter into a Utility Services Contract with the City of Oak Harbor, WA for the provision of Sewer services for a period of ten years with the possibility of two 10-year option periods, commencing on or around December 2020. DFARS PGI 206.302-1 requires that a “Request for Information” or “Sources Sought” notice be advertised when other than full and open competition will be sought for a procurement that uses “Only One Source and no Other Supplies or Services Will Satisfy Agency Requirements” as the justification. In this case the current and only provider of Sewer services within the Oak Harbor service area is the City of Oak Harbor. This advertisement fulfills the DFARS requirement. An approved Justification and Authorization (J&A) will be published within 14 days of contract award.
