Special Notice Regarding Naval Facilities Engineering Command Northwest Intent to Enter into a Sole-Source Utility Services Contract for Water and Wastewater Service at Naval Ocean Processing Facility in Coos Bay, OR. In accordance with FAR and DFARS, Part 41, Naval Facilities Engineering Command Northwest intends to enter into a Utility Services Contract for Water and Wastewater Service with the Confederated Tribes of Coos Lower Umpqua and Siuslaw Indians (CTCLUSI) for the provision of Water and Wastewater services at 63377 Coos Head Road for a period of ten years. DFARS PGI 206.302-1 requires that a “Request for Information� or “Sources Sought� notice be advertised when other than full and open competition will be sought for a procurement that uses “Only One Source and no Other Supplies or Services Will Satisfy Agency Requirements� as the justification. The only known provider of Water and Wastewater service at this location is the CTCLUSI, the current provider. This advertisement fulfills the DFARS requirement. An approved Justification and Authorization (J and A) will be published within 14 days of contract award.
