This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This subject solicitation is issued as a request for quote (RFQ) .The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2019-02/06-05-2019 and DPN 20190531. This is an all-or-none sole source requirement (see attached sole source justification) and partial quotes will not be considered. The Government will evaluate quotes received and make an award to the "Lowest Price Technically Acceptable" offeror. Technically acceptable is defined as the ability to provide the exact product, as defined below. The Department of the Navy requires a quantity of 201 each Deltek wInsight licenses to provide comprehensive cost analysis EVM analyses for all acquisition, non-acquisition pre milestone A, rapid deployment capability and special interest programs.
