SOURCES SOUGHT SYNOPSIS: Solicitation Number: Notice Type: N42158-24-RC-40203 Sources Sought Synopsis: 1. NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. 1.1 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive, and/or a total Small Business Set-Aside. The Government is interested in large and small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The proposed North American Industry Classification Systems (NAICS) Code is 811310 Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance, which has a corresponding Size Standard of $12.5M, and Product or Service Code, (PSC) of J049 Maintenance and Repair of Equipment – maintenance and Repair shop equipment . The Government will use this information to determine the best acquisition strategy for this procurement. The Government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide a capabilities statement, along with a description of similar services offered to the Government and to commercial customers for the past three years. 2. Program Details: Background: In order to meet destruction of information requirements, Code 1120 Security & Fire established a program which collects burn bags and transports them to a destruction facility for bulk destruction. Code 1120 utilizes two large industrial size disintegrators and various other destruction equipment to completely destroy classified and controlled unclassified information to prevent reconstruction and unauthorized disclosure. Requirement: Prospective vendors need to demonstrate they are capable of providing a preventative maintenance plan as described in section 2 of the draft Statement of Work (SOW) listed below. Draft SOW: Objective: This Statement of Work (SOW) describes requirements for contractor provided preventative maintenance plan for a SEM Model 1436 and Model 22 disintegrators. Scope of Work: Contractor shall provide a preventative maintenance plan which covers 12 months for a SEM Model 1436 and Model 22. Maintenance plan shall include four preventative maintenance service calls a year for both disintegrators. Visit shall include; Inspecting knives sets to include sharpening, replacing and calibrating. Inspecting each hopper for ease of opening and closing, excessive wear. Inspecting each screen for proper fit and NSA rated cut size. Inspecting drive belts for wear. Adjusting belt tension to factory specifications. Complete inspection of entire waste evacuation system to include inspecting for leaks, lubricating parts, adjusting air flow, inspecting filters. Inspecting electrical system to ensure proper operation. Two Emergency service call visits. Contractor Responsibilities: Provide the following: Experienced personnel with at least three years knowledge of working with disintegrator destruction systems. NNSY Responsibilities: Provide the following: Provide one 0080 Security Specialist for oversight to ensure contractor has proper base access, and can address any issues that arise while contractor is on site. Government personnel will clear any jams prior to contractor visits. Government personnel will properly store all classified and controlled unclassified material prior to contractor visits. Submit Contractor Verification Spreadsheet for badging. Government Furnished Property: N/A Security Requirements: Each contract personnel shall pass a background check to gain access onto Norfolk Naval Shipyard utilizing the SECNAV Form 5512/1 in order to receive a Defense Biometric Identification System (DBIDS) card. Code 1122 Security personnel shall submit contractor provided SECNAV 5512/1 forms along with completed Contractor Verification Spreadsheet for issuance of a NAVSEA BADGE. All Controlled Unclassified Information (CUI) associated with this contract must be protected per the guidance provided in DODI 5200.48. Legacy information from existing documents (e.g., Technical Manuals) marked For Official Use Only or FOUO, that is used to create a new document/correspondence, shall follow the minimum marking requirements of DODI 5200.48, Section 3, paragraph 3.4.a, and include the acronym ”CUI” in the banner and footer of the document. Nonfederal information systems storing and processing CUI shall be protected per NIST SP-800-171, or subsequent revisions. All transmissions to personal email accounts (AOL, Yahoo, Hotmail, Comcast, etc.) and posting on social media websites (Facebook, Instagram, Twitter, LinkedIn, etc.) are prohibited. Destroy all CUI associated with this contract by any of the following approved methods: a cross-cut shredder; a certified commercial destruction vendor; a central destruction facility; incineration; chemical decomposition; pulverizing, disintegration; or methods approved for classified destruction.
