This is a COMBINED SYNOPSIS/SOLICITATION for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation WILL be posted to SAM at https://sam.gov/. The Request for Quotation (RFQ) number is N4215824QS030. This solicitation documents and incorporates provisions and clauses in effect though FAC 2024-05 Effective May 22, 2024 and the DFARS Change notice 20240425. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at this address: https://www.ecfr.gov/. The anticipated North American Industry Classification System (NAICS) Code is 811310, with a small business size standard of $12.5 Million. The Product Service Code is J039. The Submarine and Availability Support Division, C451, Norfolk Naval Shipyard (NNSY), Portsmouth, VA intends to award a Firm Fixed-Price (FFP) contract for Total Hose Replacement of one Self-Propelled Modular Transporter (6 Axle SPMT), Total Hose Replacement of one Self-Propelled Modular Transporter (4 Axle SPMT), and training of NNSY’s (6 Axle SPMT) and (4 Axle SPMT) Hose Replacement Process. The Government intends to solicit and contract with only one source, Transport Products & Service Enterprises, Inc., under the authority of FAR 13.106-1(b)(1)(i) on a sole source basis. Contractor SHALL submit quotes priced per CLIN. This contract will contain the following items: Line Item Description Quantity Price 0001 6 Axle SPMT Hose Replacement 1 Job 0002 4 Axle SPMT Hose Replacement 1 Job Anticipated Period of Performance (POP): 90 days after Date of Award Shipping term shall be FOB Destination; therefor, quote SHALL include shipping cost. Interested parties may identify their interest and capability to respond to the requirement and submit quotes. Determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. System for Award Management (SAM). Quoting vendors must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://sam.gov/. To be considered for this opportunity, all quotes shall be submitted in either Microsoft Word, Excel spreadsheet or Adobe PDF. Quote must include price(s), FOB Destination, a point of contact, name and phone number, business size, and payment terms. An award will be made based on Lowest Price Technically Acceptable (LPTA). Each quote must clearly indicate the capability of the vendor to meet all specifications and requirements in the SOW. Responses to this solicitation are due by 5:00 pm EST on June 4, 2024.
