Naval Sea Systems Command (NAVSEA), Norfolk Naval Shipyard (NNSY) NNSY intends to award a Firm Fixed Price (FFP) Contract as an Other Than Full and Open purchase, to be sole sourced to E. H. Wachs for the purchase of seven (7) custom designed omega seal cutting machines and 280 chip-less cutting wheels. The contractor shall provide the cutting machines and cutting wheels as required by the government specifications. This requirement will be solicited as unrestricted and will be sole sourced to E. H. Wachs (Division of) Illinois Tool Works in accordance with FAR Part 13.5 – Simplified Procedures for Certain Commercial Items. No other manufacturer will be considered. The North American Industry Classification System (NAICS) code for this acquisition is 332216 with a small business standard of 750 employees. Requests for Quote (RFQ) will be available for download on or about 16 September 2024 at https://www.sam.gov under RFQ number N4215824QE062. Authorized Distributor letters/certificate will be required. E. H. Wachs is able and ready to provide the mentioned custom equipment to meet the 1/31/2025 required delivery date, which allows the government to receive the equipment, test and develop work practices and develop TWDs for the operation; perform training of cutting operation to qualify production personnel; and to identify any adjustments necessary in time for training and shipboard operations. In addition, the years of experience that E. H. Wachs has working with the NNPP (specifically Reactor Servicing) allows fast and accurate communication of specifications and needs that no other cutting equipment provider can provide. Another important factor is the familiarity that refueling mechanics have with regards to the custom arrangement being procured. A similar cutting arrangement was procured for Reactor Servicing work on other conversion projects. This similarity (or familiarity) will reduce the amount of time required to train and get production personnel acquainted with the equipment.
