This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is being issued as a(n): Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through, Federal Acquisition Circular (FAC) Number/Effective Date: 2023-02 -/ 03/16/2023. This acquisition is for 100% Small Business Set-Aside Contractor must have office in the Local Area Local Area defined as within a 100miles radius of place of performance. North American Industry Classification System Code (NAICS) 518210 Computing Infrastructure Providers, Data Processing, Web Hosting, and Related Services and Product or Service Code (PSC) DE10 - It And Telecom - End User As A Service: Help Desk; Tier 1-2, Workspace, Print, Productivity Tools. The size standard is $40 M. All qualified small businesses under this industry are encouraged to submit quotes. This requirement is/is not rated under Defense Priorities and Allocations System (DPAS) with an assigned rating of DO-C9. REQUIREMENT INFORMATION Description: The Norfolk Naval Shipyard has a requirement for Change of Command (Sound, Video, and Live Streaming Services). Place of Delivery/Performance/Acceptance/FOB Point: FOB Destination; Norfolk Naval Shipyard, Portsmouth, VA 23709 (exact customer address will be provided in the resulting contract). Period of Performance: Ceremony will be take place on 29 June 2023 however, several milestone dates are included in the SOW that need to be addressed in the contractor’s Technical Approach Doc. * Please specify shipping charges separately if quote is for FOB Origin. * Contractor may propose alternate line item details as required. INSTRUCTIONS TO OFFERORS FAR provision 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. As prescribed in FAR 12.301(b)(1), the following addendum is provided for this solicitation and hereby amends any language there in: Questions may be submitted to the POC and Contracting Officer listed above no later than 11 May 2023. Questions submitted after this date may not be answered. Quotes in response to this solicitation must be submitted via email to the POC and Contracting Officer listed above no later than the established deadline. Quotes must be valid through 31 July 2023. All price quotations and contractor information must be submitted on Attachment 2 - Quote Sheet, and it must be filled in entirely. EVALUATION CRITERIA The Government intends to award one Firm Fixed Price, (FFP) contract resulting from this solicitation to the responsible offeror whose quote conforms to the solicitation will be most advantageous to the Government, price and other factors considered. This solicitation will be evaluated with Best Value – Tradeoff criteria and when comparing offerors, will be evaluated in order of Technical Approach, Price, then Past Performance. The following factors shall be used to evaluate offers: Ability to Receive Award, if a contractor has been disbarred, has any active exclusions listed in SAM.gov or an Inactive SAM.gov account at the time their quote was submitted, they are not eligible for award. If the vendor does not meet the Set-Aside criteria, (if any) listed in paragraph 4 and 5 of the GENERAL INFORMATION Section, they cannot be eligible for award. A Technical Approach Document: The contractor shall submit a Technical Approach Document in accordance with the format listed below. This document will be the primary focus Technical Evaluator when assessing their confidence in the contractor’s ability to successfully perform under this contract. The Evaluator will review the Technical Approach Document alongside the Statement of Work (SOW - N4215823RC30549 Revised 04-28-23) as well as supporting documents attached to this solicitation. See below for details. * Due to the high visibility on this requirement, a contractor who has onsite experience (either performing on a similar contract or by attending the April 20, 2023 Pre-Solicitation Site Visit) will be taken into consideration rated higher than those who have never seen the location. The Technical Approach Doc shall state how the contractor intends to complete the work as stated in the SOW/PWS to include the following: 1. List of equipment proposed to include (name, brand, model number, and quantity). 2. Number of employees on-site and work performed by each. 3. Confirm that each meets criteria for Green Badges listed in the SOW 4. Staging and deployment plan. 5. Include schedule for equipment evaluation as identified in SOW. 6. Contingency plan and list of possible unforeseen conditions. 7. Include if and when your company has been on-site. Format: Technical Approach and Past Performance documents can be submitted in Word, Excel, or PDF format. Limitations: Each element, (Technical/Past Performance) will not exceed five (5) pages in length in total; Technical Evaluators may not review pages beyond the 5 page limit. Font will not be smaller than 10pt. Technical Approach Documents must be free of Contractor Identifying Information to ensure all offerors are considered equally, without the possibility of evaluator bias. Any contractor identifying information or price inclusion on the Technical Approach document may be deem the quote “technically unacceptable” and no longer considered for award. Price, will be evaluated on a comparative basis amongst all received quotations and the Government’s estimate. All price quotations and contractor information must be submitted on Attachment 2 - Quote Sheet, and it must be filled in entirely. Past Performance: The Past Performance section shall supplement the Technical Approach when being evaluated by NNSY Technical Evaluators. Past Performance: Submit evidence for successful completion of relevant (the same/similar magnitude) requirements for evaluation that are recent, (within last three years). The Government will check CPARS and/or FAPIIS to confirm there is no negative contactor performance ratings prior to determining the past performance as “acceptable”. Lack of contractor submitted past performance shall not be considered “good” or “bad” but shall be evaluated as “neutral”. See all attachments for additional information.
