Synopsis: NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive, and/or a total Small Business Set-Aside. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The purposed North American Industry Classification Systems (NAICS) Code is 811219 – Other Electronic and Precision Equipment Repair and Maintenance, which has a corresponding Size Standard of $22M, and Product or Service Code, (PSC) of J066 – Maint/Repair/Rebuild of Equipment. The Government will use this information to determine the best acquisition strategy for this procurement. Program Details: Background: The Mid-Atlantic Regional Fuels Test Laboratory is considered the Master Fuels Lab for the East Coast. It is an accredited lab, capable of testing numerous physical properties of petroleum products and lubricating oils, including Closed-Cup Flash Point testers, Thermal Oxidation testers, Distillation apparatuses, and Freeze Point/Cloud Point/Pour Point testers. Testing is performed in accordance with ASTM procedures using calibrated instruments for accuracy and precision. In order to maintain laboratory accreditation, ASTM proficiency testing is also performed to validate method and instrument performance. Requirement: This scope of work is to have a certified contractor perform preventive maintenance and calibration on-site at the Fuels Laboratory facility on the following: Closed-Cup Flash Point Testers, Model No. OPTIFLASH (S/N: 93390514, 103390635, 133391024) Jet Fuel Thermal Oxidation Tester, Model No. JFTOT IV (S/N: 15J-1583) Atmospheric Distillation Units, Model No. OPTIDIST (S/N: 3393, 4704) Jet Fuel Thermal Oxidation Tester, Model No. JFTOT III (S/N: 13D-1189) Freeze, Viscosity, and Density (Cloud and Pour) Unit, Model No. JFA-70Xi-AS-OS (S/N: 201930909) Contractor must be an accredited ISO/IEC1705:2017 certified vendor mandated by NAVAL SEA SYSTEMS. The certified contractor shall provide travel to Norfolk Naval Base. After service has been completed, PAC shall provide an itemized work order that details the inspection, preventive maintenance, verification/certification and repair performed. The technician shall also provide a calibration certificate and perform a verification test. Fuels lab personnel shall analyze a QC sample to assure proper operation of each instrument. If the instrument is found to be inoperative or fails to work within its respective ASTM specification, the PAC technical representative shall perform repair at no additional charge. If the instrument cannot be brought within the established analytical specifications, a statement shall be annotated on the work order detailing the problems found.
