Amendment 0001 The purpose of this amendment is to: Extend the Request for Quote close date from July 7, 2022 to July 15, 2022, 5:00 PM EST. This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in Federal Acquisition Regulation (FAR) Part 13 using Simplified Acquisition Procedures (SAP). This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation WILL be posted to SAM https://sam.gov/. THE RFQ number is N4215822QS049. This solicitation documents and incorporates provisions and clauses in effect though FAC 2022-06 and the DFARS Change notice 20220623. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at this address: https://www.acquisition.gov/. The NAICS CODE is 488210 and the size standard is $30 million. The Norfolk Naval Shipyard (NNSY) requests responses from qualified sources capable of performing an inspection of the DODX railcar in accordance with UFC-3 “Standardized Inspection of Shipment Railcars” and replacement of all brakes shoes, brake hose hanger straps and, if needed, any air hoses, loose hardware, or placards found discrepant per the UFC-3 Inspection that is identified in the attached Statement of Work (SOW). The Government intends to procure this requirement on a full and open basis. Interested parties may identify their interest and capability to respond to the requirement and submit quotes. Determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. QUESTIONS: Offerors may submit their questions regarding clarification of solicitation requirements to Heidi Miller by e-mail at heidi.r.miller.civ@us.navy.mil no later than 4:00pm EST on July 5, 2022. Any questions received after this deadline may not be answered. Anticipated Period of Performance (POP): 18 July 2022 to 18 November 2022 Shipping term shall be FOB Destination; therefore, quote SHALL include shipping cost. System for Award Management (SAM). Quoting vendors must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://sam.gov/. To be considered for this opportunity, all quotes shall be submitted in either Microsoft Word, Excel spreadsheet or Adobe PDF. Quote must include price(s), FOB Destination, a point of contact, name and phone number, business size, and payment terms. An award will be made based on Lowest Price Technically Acceptable (LPTA). Each quote must clearly indicate the capability of the vendor to meet all specifications and requirements in the PWS/SOW. Vendors shall provide a detailed (unpriced) capabilities statement for review and acceptance by the technical team. Responses to this solicitation are due by 5:00pm EST on 7 July 2022.
