Presolicitation Notice / Synopsis: N42158?21?R?S005 Naval Sea Systems Command (NAVSEA), Norfolk Naval Shipyard (NNSY) intends to award a Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Contract (MAC) for the maintenance and repair of barges currently located at NNSY but will be at contractor’s premises during the period of performance. The required items are for commercial items prepared in accordance with the information in FAR Part 12, FAR Part 15 and FAR Subpart 16.5 as supplemented with the additional information included in this notice. The requirement will be solicited as 100 percent small business set-aside in accordance with FAR Parts 15, 16.5 and 19. A competitive FFP IDIQ MAC is anticipated. The North American Industry Classification Standard (NAICS) code applicable to this procurement is 336611. The small business size standard is 1,250. The Product Service Code is J019. The anticipated period of performance for this acquisition is as follows: Base Year 15 November 2021 – 14 November 2022 Option Year 1 15 November 2022 – 14 November 2023 Option Year 2 15 November 2023 – 14 November 2024 Option Year 3 15 November 2024 – 14 November 2025 Option Year 4 15 November 2025 – 14 November 2026 THE SOLICITATION IS NOT YET AVAILABLE. The solicitation, any documents related to this procurement, and all amendments issued will be in electronic form. Once available, the solicitation will be posted on SAM.gov, https://sam.gov. The solicitation date is expected to be on or about September 3, 2021. Solicitation N42158-21-R-S005 and subsequent amendments will be posted to this website (https://sam.gov). Prospective Offerors are responsible for downloading their own copy of the solicitation and for frequently monitoring the SAM.gov website for solicitation amendments. The Government is not responsible for inability of the Offerors to access solicitation documents posted. Prospective Offerors should also register at SAM.gov on the interested vendor list under N42158-21-R-S005. No telephone or FAX requests will be accepted, and no hardcopy solicitation/amendment will be mailed or faxed. Offerors must also be registered in the System for Award Management in order to participate in this procurement at https:// sam.gov. All responsible sources may submit a proposal, which shall be considered by the Government. By submitting a proposal, the Offeror will be self-certifying that neither the principal corporate officials nor owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the proposal. By submission of a proposal, the Offeror acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from the solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make an Offeror ineligible for award.
