This solicitation documents and incorporates provisions and clauses in effect through FAC 2020-02 effective 23 Dec 2019 and DFARS Change Notice 20190531. This U.S. industry comprises establishments primarily engaged in providing operating advice and assistance to businesses and other organizations on administrative management issues, such as financial planning and budgeting, equity and asset management, records management, office planning, strategic and organizational planning, site selection, new business start-up, and business process improvement. With a small business size standard of $16.5M. The proposed contract action is for commercial services for which the Government intends to solicit and contract with a small business under the authority of FAR subpart 6.203. All responsible sources may identify their interest and provide capability statements in response to this notice. The intent of this notice is not a request for competitive proposals. However, all quotes received may be considered by the Government. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
