This is not a request for proposals nor a pre-solicitation announcement. This Sources Sought Notice is a request for capability information and does not constitute a request for proposals. Through this Sources Sought Notice, Norfolk Naval Shipyard (NNSY) seeks a brief capability statement from interested qualified sources for an anticipated Firm Fixed Price (FFP) action under the North American Industry Classification System (NAICS) code 532490. This Sources Sought Notice is a means of conducting market research to identify interested parties with the resources to support a requirement for service rental of one (1) Grade D Air Compressor and one (1) Regenerative Air Dryer in accordance with the attached "Draft Statement of Work". The results of this market research will assist in the determination of the appropriate procurement methods. However, a determination by the Government not to compete this anticipated contract action is solely within the discretion of the Government. Also, if a future solicitation is issued, note the information within this Sources Sought Notice (including its attachments) may possibly be updated and/or changed prior to synopsis/solicitation. Information Requested from Industry: At this time, the Government is not requesting technical/management proposals, only capability information that will be utilized as market research to develop the anticipated acquisition strategy and solicitation. Please review the attached "Draft Statement Of Work". If you are interested in performing the services outlined in attached "Draft Statement Of Work" and your organization has the capacity to perform these services, please provide a one (1) page typewritten document with the following information (NLT 1700 (EST) on 15 APRIL 2020): (i) Your entire submission is limited to one (1) letter sized (8.5” x 11”) single-sided typewritten page (incl. cover page, charts and all other information). Submissions must be typewritten in no less than single spaced, 12pt font size. No hard copy submissions shall be accepted. (ii) Provide within your submission your organization name, address, email address, web site address, telephone number, Contractor and Government Entity (CAGE) Code, DUNS number, point of contact (name, phone number, e-mail), company’s business size, type, and status as defined by the Small Business Administration (SBA) under the applicable NAICS code (532490). (iii) Capability information - Your capability information should be a brief typewritten report describing your interest, ability and capability to satisfy the requirements set forth in the draft SOW. All submissions must be emailed to Mr. Pascal Nkengla, NNSY Contracts Specialist at pascal.nkengla@navy.mil. Respondents are advised that the Government is under no obligation to acknowledge receipt of the industry submissions. No feedback or evaluations will be provided to companies regarding their submissions. Information and materials submitted in response to this Notice will not be returned. Do not provide any proprietary, classified, confidential, or sensitive information in any response to this Sources Sought Notice. This request is for market research purposes only and is issued to assist the Government in determining capable Contractors who can provide the required services. There is no commitment by the Government to issue a solicitation, make an award, or bear any monetary responsibility for any costs incurred by industry in respect to a response to this Sources Sought Notice. Information provided in response to this Sources Sought Notice announcement will not be considered an offer by the responding Contractor and cannot be accepted by the Government to form a binding contract.
