This is not a request for proposals nor a pre-solicitation announcement. This Sources Sought Notice is a request for capability information and does not constitute a request for proposals. Through this Sources Sought Notice, Norfolk Naval Shipyard (NNSY) seeks a brief capability statement from interested qualified sources for an anticipated Firm Fixed Price (FFP) action under the North American Industry Classification System (NAICS) code 541810. This Sources Sought Notice is a means of conducting market research to identify interested parties with the resources to support the development of an overarching recruitment strategy and marketing plan to find and attract viable workforce candidates for NNSY in accordance with the attached "Draft Statement of Work (SOW)". The results of this market research will assist in the determination of the appropriate procurement methods. However, a determination by the Government not to compete this anticipated contract action is solely within the discretion of the Government. Also, if a future solicitation is issued, note the information within this Sources Sought Notice (including its attachments) may possibly be updated and/or changed prior to synopsis/solicitation. Information Requested from Industry: At this time, the Government is not requesting technical/management proposals, only capability information that will be utilized as market research to develop the anticipated acquisition strategy and solicitation. Please review the attached "Draft Statement of Work (SOW)”; if you are interested and capable of performing the services outlined in the draft SOW, please provide no more than a three (3) page typewritten document, subject to the following restrictions and information NLT 1200 (EST) on 03 June 2020: (i) Your entire submission is limited to three (3) letter sized (8.5” x 11”) typewritten pages. Submissions must be typewritten in no less than single spaced, 12pt font size. No hard copy submissions shall be accepted. (ii) Provide within your submission your organization name, address, email address, web site address, telephone number, Contractor and Government Entity (CAGE) Code, DUNS number, point of contact (name, phone number, e-mail), company’s business size, type, and size status as defined by the Small Business Administration (SBA) under the applicable NAICS code (541810). (iii) Include within your submission, your capability information describing your interest, ability and capability to satisfy the requirements set forth in the draft SOW. (iv) Include within your submission a description of the approach you will utilize to accomplish the requirements within the draft SOW. (v) All submissions must be emailed to Mr. Pascal Nkengla, NNSY Contract Specialist at pascal.nkengla@navy.mil. Respondents are advised that the Government is under no obligation to acknowledge receipt of their submissions. No feedback or evaluations will be provided to companies regarding their submissions. Information and materials submitted in response to this notice will not be returned. Do not provide any proprietary, classified, confidential, or sensitive information in any response to this Sources Sought Notice. This request is for market research purposes only and is issued to assist the Government in determining capable Contractors who can provide the required services. There is no commitment by the Government to issue a solicitation, make an award, or bear any monetary responsibility for any costs incurred by industry in respect to a response to this Sources Sought Notice. Information provided in response to this Sources Sought Notice announcement will not be considered an offer by the responding Contractor and cannot be accepted by the Government to form a binding contract.
