This is a Synopsis announcement in accordance with FAR 5.202 in anticipation of a future contract award. Norfolk Naval Shipyard (NNSY) has a requirement for ship repair and modernization for the upcoming USS Harry S. Truman (CVN 75) FY20 Extended Carrier Incremental Availability (eCIA). The period of performance for the CVN 75 FY20 eCIA contract is from 15 May 2019 to 30 November 2020 and the contract award dates is currently scheduled for Advance Planning on 22 May 2018, Planning 31 July 2019, and Execution 10 April 2020. The CVN 75 FY20 eCIA contract will be utilized to facilitate the advance planning, planning/material, prefabrication, manpower, support services, engineering and management support, and technical data required to prepare for and accomplish work during the aforementioned availability. The work to be accomplished will include repair or replacement of shipboard nuclear support and propulsion systems, work within nuclear-controlled spaces, and work on specialized systems (e.g. catapults, aircraft elevators, etc.) that only the original ship builder can perform. As the design and construction shipyard, Huntington Ingalls Incorporated - Newport News Shipbuilding (HII-NNS) has unique experience needed to successfully repair, provide maintenance, and modernization on the aforementioned nuclear-powered aircraft carriers. The Navy has determined that the use of other than full and open competition is appropriate for the procurement of this requirement. Due to the nature of work, the Government does not anticipate significant subcontracting opportunities. Firms interested in subcontracting opportunities should contact HII-NNS directly.
