This is a PRE-SOLICITATION NOTICE for commercial services to be procured in accordance with the FAR Part 13, using Simplified Acquisition Procedures. The Government, the Norfolk Naval Shipyard (NNSY) in Portsmouth, VA, is procuring: Climax Portable Machining & Welding Systems to support completion of Shaft Stern Tube on the San Francisco Project The solicitation number for this notice is N4215819QS080. This solicitation documents and incorporates provisions and clauses in effect through FAR Parts FAC 2005-101 and DFARS Publication Notice 20181026. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The Government is considering single award of a firm fixed price (FFP) contract. The North American Industry Classification System (NAICS) code is 532490 - Rental or lease of metal working machinery, with a small business size standard of $32.5M. The proposed contract action is for commercial services for which the Government intends to solicit and contract with only one responsible offeror. All responsible sources may identify their interest and provide capability statements in response to this notice. The intent of this notice is not a request for competitive proposals. However, all quotes received may be considered by the Government. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government. Interested parties shall be registered in the System for Award Management (SAM). Registration is free and can be completed at https://www.sam.gov/. The anticipated period of performance will begin on 7 June 2019 and end on 26 July 2019. This solicitation will close at 2:00 P.M. (EST) on 4 June 2019.
